when all of the excess profits or economic rent that attracts new entrants to a developing fishery have been dissipated in the costs associated with the additional fishing effort. The fishery is no longer attractive to new entrants. Usually occurs when fishing effort is higher than that which will obtain the greatest yield from a fishery
